State of affairs 01.01.2009

The remuneration of electricity that is generated from biomass is specified in the Priority of Renewable Energies Act (EEG) 2009). The version of 2004 has been revised and came into force on 01 January 2009.

General rules:

  • Remuneration as of the initial generation of electricity from renewable energies by the generator.
  • Remuneration period: 20 years
  • Remuneration from 5 MW on only if a combined heating and power coupling (CHP) is used.
  • Feed management of grid operators for plants in excess of 100 kWel

Further bonuses for biogas:

Nawaro bonus (in acc. with para. IV, no. 2a, enclosure 2, EEG 2009)

  • The principle of exclusiveness for the utilization of renewable raw materials is applied less stringently
  • Percentage remuneration for vegetable by-products on the basis of a positive/negative list
  • The share will have to be certified by an environmental surveyor
  • Mandatory keeping of a feedstock logbook
  • Applicable also to existing plants

Liquid manure bonus (in acc. with para. IV, no. 2b, enclosure 2, EEG 2009)

  • Utilization of a minimum of 30 weight percent of manure
  • The share will have to be certified by an environmental surveyor
  • Applicable also to existing plants

CHP bonus (in acc. with enclosure 3, EEG 2009)

  • Entitlement exists if electricity in the sense of Section 3 para. 4 of the CHP Act.
  • Utilization of heat in accordance with positive list no. III
  • If proven that same quantity of fossil energy carriers is being replaced
  • Applicable also to existing plants

Landscape preservation bonus (in acc. with para. IV, no. 2c, enclosure 2, EEG 2009)

  • 2.0 ct/kWh up to 500 kWel if plants and parts of plants are primarily used that are produced in the context of landscape preservation
  • The share will have to be certified by an environmental surveyor
  • Applicable also to existing plants

Technology bonus (in acc. with I., enclosure 1, EEG 2009)

  • 2.0 ct/kWh for the conversion of biomass by thermo-chemical gasification
  • 2.0 ct/kWh for power generation by means of fuel cells, gas turbines, steam engines, ORC plants, complex mix plants, Stirling engines etc.
  • Applicable also to existing plants

Technology bonus for biogas processing (in acc. with II., enclosure 1, EEG 2009)

  • 2.0 ct/kWh for plants that process up to 350 m³/h of crude biogas
  • 1.0 ct/kWh for plants that process up to 700 m³/h of crude biogas
    if the following prerequisites are met:
  • Methane slip 0.5 % max.
  • Power consumption 0.5 kWh/Nm³ max. crude gas
  • Process heat for processing from renewable energies
  • Applicable also to existing plants

Formaldehyde bonus (in acc. with Section 27 para. 5, EEG 2009)

  • 1.0 ct/kWh if the formaldehyde limit value of 40 mg/m³ in accordance with TA Air is complied with
  • Applicable also to existing plants up to 500 kW
  • Compliance must be certified by the competent public authority
